02 / WHAT THE NUMBERS MEAN

Big plans.
Clear meaning.

These are the June city planning figures. They describe intended capacity and economic projections. They do not count today’s homes, services or jobs.

City & homes

The June figure combines precincts and the free zone in one label.

What this figure does not tell you

It is not a list of individually named or launched areas. The public Modon page reviewed on 4 October still gives 17 precincts and names Wadi Yemm as the first.

Read the related guide ↗

The planned city is sized for about two million people.

What this figure does not tell you

This is a masterplan capacity, not a count of people living here today. No date for reaching this capacity is stated.

Read the related guide ↗

The June city programme includes more than 310,000 residential units.

What this figure does not tell you

These are city-wide planning figures, not current sales, built homes or available inventory.

Read the related guide ↗

Daily life

The programme assigns four million square metres to education space.

What this figure does not tell you

The line does not define the area basis or locate every education site. It is not a school-opening or admission commitment.

Read the related guide ↗

The June city programme lists 310 schools.

What this figure does not tell you

Their individual locations, operators, curricula, fees and opening dates are not established by this page.

Two universities are included in the city programme.

What this figure does not tell you

Names, courses, accreditation, admission and operating dates are not given here.

Eight hospitals are listed in the planned city programme.

What this figure does not tell you

Do not use this as an emergency directory. For present medical help, use separately checked contacts and confirm your actual location.

The programme lists 35 centres for faith communities.

What this figure does not tell you

This page does not give their names, locations, individual faiths, services or opening dates.

Forty police and fire stations are listed together.

What this figure does not tell you

No separate count is provided for police and fire. The figure does not establish current local response coverage.

Work & economy

The city programme gives 1.6 million square metres of office space.

What this figure does not tell you

This line does not state its measurement basis, occupied offices or which employers will use them. It must not be read as all free-zone land.

Read the related guide ↗

The toolkit projects more than 750,000 jobs for the city.

What this figure does not tell you

These are projected jobs, not a current vacancy count, confirmed workforce or guarantee of rental demand. No delivery year is printed on this figure page.

Read the related guide ↗

The toolkit projects 25 billion US dollars in direct economic contribution each year.

What this figure does not tell you

This is a developer projection, not a property price, rental return, public budget, reported income or independently audited forecast.

Stays & leisure

The programme gives three million square metres of gross floor area for leisure and entertainment.

What this figure does not tell you

The page does not allocate this area to specific attractions or give their opening dates. Floor area is not land coverage.

Read the related guide ↗

The programme gives two million square metres of gross floor area for shops, restaurants and other food-and-drink uses.

What this figure does not tell you

This does not identify store operators, delivery areas, opening hours or shops available at your handover.

More than 50 hotels are part of the city-wide plan.

What this figure does not tell you

A hotel count is not a room count or booking availability. Separate hotel announcements retain their own dates and stages.

Read the labels easily

K and M
K means thousand; M means million. B means billion.
Capacity and +
Capacity means the planned size. A plus sign means the figure is a lower threshold, not an exact final count.
GFA and F&B
GFA means gross floor area: space inside buildings, not land area. F&B means food and drink.
GDP
The value added to the economy. The toolkit’s annual figure is a projection from the developer.

The office and education lines do not explain how their areas are measured. We keep them separate from the two lines marked GFA. These four figures cannot be added into a land-area chart.

03 / THE PLANNED CITY FACILITIES

More than
a summer stay.

The toolkit illustrates six parts of the intended city. Read each picture as a design or reference view, with operating details still to be checked.

The toolkit shows an illustrative terminal and aircraft. The current public city page describes a new airport south of the city.

What still needs checking

This image does not identify bookable flights, a working terminal, an opening date or a transfer to your home.

Read more in the guide ↗

The toolkit presents a waterfront marina view. Page 13 separately shows the two domestic marina markers and the international marina/cruise-terminal marker.

What still needs checking

The illustration does not confirm public waterfront access, berth booking, cruise calls or operating facilities.

Read more in the guide ↗

The toolkit illustrates a rail-based transport setting beside homes and public spaces.

What still needs checking

No route, stop list, fare, timetable or opening date is printed on this page. A city transit concept is separate from a confirmed regional train or coach journey.

Read more in the guide ↗

The toolkit shows offices, streets and landscaped public spaces as a city business setting.

What still needs checking

This is not a map of leased buildings or a list of employers. The city-wide office-space figure does not establish how much is in this pictured district.

Read more in the guide ↗

The toolkit uses an industrial-building image to illustrate the free-zone component.

What still needs checking

The image does not identify an operating Ras El Hekma factory, a tenant list or an individual buyer’s tax eligibility. Confirm business rules separately.

Read more in the guide ↗

The toolkit shows an open-air entertainment setting with a crowd and performance lighting.

What still needs checking

No capacity, operator, event calendar or opening date is stated. The image is not proof that an event has taken place in Ras El Hekma.

Complete Modon June 2026 toolkit pages 9–17. The printed edition gives the month, without an exact publication day. Visually reviewed 4 October 2026. © Modon for the original artwork; no developer endorsement or open reuse licence is implied.

The marina highlights use the centres and radii of the original PDF circles in the original 960 × 540 page frame. Figure highlights select printed text cells. No shoreline is redrawn, and no source page is aligned with satellite imagery. Design views do not locate an airport, transit stop, employer or operating venue on Earth.

The June figure reads “17+ precincts & free zone”. The public Modon page reviewed on 4 October gives 17 precincts and Wadi Yemm as the first launch. These remain two separately dated descriptions; the free zone is not labelled as an extra precinct here.

About this visual reading

The supplied file carries Modon and Ras El Hekma branding. The guide reviewed 54 one-second interval frames and the nine selected chapter frames. This is a visual review, not an independently verified filming location or production date. Receipt in September does not establish when the film was made.

This silent edition keeps the original encoded video frames, dimensions and order, with no crop, overlays or picture changes. The original supplied file stays in the private research archive. The guide’s written notes describe the on-screen programme, rather than transcribing an audio track.

The film’s area labels are retained as printed. They do not define a home’s internal area or establish a measured plot. The marina scene gives no capacity number. More detail remains in the city planning figures, marina-plan comparison and dated delivery reports. Publication record and review ↗.

23,000 hotel keys

Hotel keys normally refer to rooms or accommodation units. This is not 23,000 hotels. The film gives no breakdown by hotel, room type, target year or current availability.

The marina caption belongs to this undated film. The June toolkit and the brochure received in October describe their own boat-capacity figures. Read the dated marina-plan comparison before putting numbers from different sources together. The guide does not calculate a capacity gain or reduction from these records.

Complete unlabelled city concept-plan frame from the film’s closing sequence
Closing concept-plan frame at 2:08. It has no named precinct key, verified geographical registration or allocated home plots. The guide preserves the whole picture and does not align it with satellite imagery. © Modon.

Use the right reference for your question.

For the city framework, use the published precinct overview. For a home, use its specific brochure plan. For building activity, read the August-labelled works film. A concept scene does not confirm the view from a home, present services or entry to a beach.

If a seller uses one of these film names, ask for the matching current plan, its date, the developer’s product name and the actual home identifier.

Source review and dates

The guide reviewed 136 source frames at exact one-second intervals, from 0 to 135 seconds, and ten selected full-size frames used in this reader. This is not a claim that every encoded frame or the original audio was independently reviewed.

This silent edition keeps all 4,064 original video frames without re-encoding, cropping or adding overlays. The original supplied file and audio remain privately retained. The file’s receipt date is verified from its matching attachment message; receipt does not establish the film’s production or publication date.

Concept images and lifestyle scenes do not establish construction, a filming location, current opening or an exact home view. The guide has not assigned these names to remaining city precincts. © Modon for the supplied picture sequence; no endorsement or open licence is claimed.
