RAS EL HEKMA / THE CITY PRECINCT READER
One city. A clearer picture.
City precincts, home collections and hotel names can sound like the same thing. Read how they fit together, what the sources establish and where the answer is still missing.

On this drawing: Wadi Yemm. The ring is a source reading point, not an entrance or a surveyed boundary.
Palm Hills and Miran document their collaboration; Palm Hills reports an August 2026 launch event. The Modon diagram does not identify its precinct. Hacienda is not counted as an eighteenth precinct or pinned to an unnamed shape.
All earlier readers and downloads remain available below. A reported award, brochure key or working name is kept separate from an announced city precinct.
Palm Hills and Miran document their collaboration. Palm Hills’ August 2026 media entry reports the Hacienda Ras El Hekma launch event. Its Modon precinct assignment remains a separate question.
Still unknown: The reviewed Modon city diagram does not identify Hacienda’s precinct or a matching boundary.

Use these complete images when you want to read every printed label. They are not eight dates of construction or a matched sequence of approved revisions.
Modon’s public city description was checked again on 15 October 2026: seventeen precincts, with Wadi as the first launch. The guide does not have a complete approved named precinct register. “Unknown” does not mean cancelled, unsold or definitely unannounced.
The city ring uses an already accepted Wadi reading point. The three brochure plans use exact original circle centres, radii and legend labels from the retained source audit. A grouped East/West key stays grouped. Generic hotel symbols are not assigned to Montage or Nammos. Links and Views are not joined. The older Pending-Approval drawing supplies working names, not a current launch register.
The June figure “17+ precincts & free zone” remains a separate source statement. Airport, business and service systems are not added as extra residential precincts. A development relationship does not establish a matching parcel or a property’s rights.
Neutral sharing includes only the selected public name, drawing and bounded viewing window. No personal notes, other URL values, enquiry or new tracking event is sent. The saved reader includes every drawing, status, control and both exports. Other guide and original source links need internet.
Three map views answer three different questions: where Modon highlights Wadi, where older working names appear, and how home collections fit inside Wadi.
We have not verified a complete current named register.

First city launch named
What is documented
Named by Modon as the first launched precinct. The FY2025 results report initial sales; the H1 2026 results describe a later phase in April.
What the map locates
Modon’s public diagram names and highlights Wadi. Separately, the older working plan prints its name and marker. A closed drawing shape is retained in the detailed map book. Approval and a current boundary on the ground are unverified.
Still unconfirmed
The exact first-launch day and the identity or boundary of the April phase are not established by those reports.
Read the dates correctly
2025Wadi initial sales · Reporting period
The February 2026 results describe initial sales during FY2025. The report date is not the launch date.
2026-02-18FY2025 results published · Report publication
This is the publication day of the company results, not an exact day for the first Wadi launch.
2026-04A later Wadi phase · Reported event month
The H1 report says a new Wadi phase launched in April. It does not identify that phase with a precinct ID, named collection, M1 or Phase 1A.
2026-07-29H1 results published · Report publication
Reports on the six months ended 30 June, including the April phase and later Montage debut. Publication and event dates remain separate.
The panel follows the name selected above. Known relationships and verified map positions are separate questions.
Each map keeps the positions from its own document. A name on the working plan is not automatically a confirmed current precinct. No working labels are placed on the public diagram, and no plan is stretched to fit a satellite map.
READ THE COLOUR
Gold identifies Wadi.
On Modon’s public city diagram, Wadi is highlighted and named. The other shapes have no individual launch status in that diagram. Their colour does not prove they are announced or unannounced.
READ THE SCALE
Collections sit inside Wadi.
Boulevard, Beach Plaza, East & West, Waterfront, Views, Fairways and Links are seven grouped home collections in the guide. Montage and Nammos are announced hospitality destinations within Wadi. They are not added as new city precincts.
READ THE GAPS
Unknown is a useful answer.
For the other sixteen precincts, the approved names, individual launch dates, boundaries and entrances remain unverified here. An older name or a film scene alone cannot fill those gaps.

How do construction and city services fit into this?
They form another layer of the city story. A contract award, reported site work and an operating service describe different stages. These records are not used to colour whole precincts as complete.
Awarded package
Wadi Yemm M1 · DP04
ACC identifies a 54-villa and clubhouse package within Wadi Yemm–M1, with roads, utilities, public spaces and Wadi Park. Its 21-month programme has no verified start date here.
DP04 is a contractor package label. It is not a new city precinct or a confirmed package boundary. The 21 months cannot give a calendar completion date without a start date.
The contractor reports 5.3 km of dry bulk excavation for the Grand Canal.
Excavation is not confirmation of a filled or navigable canal. No accepted route, working berth or direct match to every canal-side home is established.
The award covers a 200-key hotel, 96 private branded villas, clubhouse and associated works. Modon’s separate announcement places Montage in Wadi.
Hotel keys and private villas are different counts. The award does not establish opening, ownership rights, a home handover or the exact works boundary.
The dated government visit report describes final opening preparations. Separate brand material identifies Portaluna as a Morgans Originals property.
The visit report does not explicitly make Portaluna one of Wadi’s six hotels. Its city precinct, entrance, guest opening and bookable dates remain unestablished here.
A new official named register would establish the other precinct identities. An individual launch announcement would change a launch reading. A registered plan would support boundary mapping. A completion certificate, operator notice or home-specific confirmation would answer a different question. These are separate updates.
Read the city, the names inside Wadi and the older working labels together. The table keeps the map evidence beside each announcement, so you can see what is known and what still needs an answer.

These are categories used to read the source. They are not official precinct IDs. Seventeen place labels and Modon’s current seventeen-precinct count have the same number; that does not prove they identify the same set of places.

What can each drawing tell us?
The working brochure
It shows nineteen names and their marker positions. It comes from a public third-party copy with a Pending-Approval filename. The PDF creation date is 22 May 2025; that is not proof of publication or approval.
The current public framework
Modon’s page describes seventeen precincts and Wadi as the first launch. Its public city diagram names Wadi, but does not provide an individually named seventeen-precinct register.
What stays open
The other working names’ current identities, launch dates, approved boundaries and entrances. No name is assigned an invented current precinct number, and no working outline is placed onto a geographic coastline.
The public PDF copy was downloaded again over normal TLS and matches the retained September copy byte for byte. Its filename explicitly says Pending-Approval; the guide has no independent approval or publication record. Modon’s current public page text was checked separately on 15 October. The current diagram retains the original image copy reviewed 28 September, with its source date unknown.
The redrawn map uses the original page 12 PDF paths and all nineteen white marker centres in the PDF page’s own top-left coordinate frame. Guide colours and selection rings are added. Source points are reading markers, not buildings, entrances or surveyed locations. No approximate geographic registration, current parcel transfer or invented precinct ID is added. Select the original page to check the full labels and leader lines. The two marina labels remain separate.
The current diagram receives no copied working-name markers. A matching word in the concept film is a text comparison only. The Special Free Zone label is not assumed to have the government decision’s exact boundary or an eighteenth precinct identity.
Focus on one working name, then use the small context map to see its position in the original drawing. The dashed rectangle is the drawing window, not a property boundary.
Wadi Yemm - source drawing outline; current geographic boundary unverified.
A map book you can save, zoom and print.
The complete PDF has a city overview, nineteen named detail pages and a source-method page. Vector drawings stay sharp when you zoom. Click a name on its opening page to go straight to that drawing.
Sixteen place labels and the free-zone label have explicit closed source outlines. North Point Island and International Marina stay point-only. Those counts describe the working drawing, not the current seventeen-precinct register.
How the source outlines and drawing windows were checked
All outlines come from explicitly closed paths on page 12 of the same Pending-Approval technical brochure used in the working-name reader. Original marker containment and complete-page visual checks establish the link to sixteen place labels and the free-zone label. Wadi’s original filled highlight is used without counting its duplicate outline twice.
North Point Island’s separate outline is not established by the open coastline stroke. International Marina is not assigned the surrounding Marina land shape. No missing line is invented to close either outline. The windows use PDF page coordinates only; no physical areas, distances, adjacency, roads, geographic registration or current precinct IDs are inferred.
A city map tells only part of the story. These complete publisher illustrations show three intended settings: the wider city, an urban centre and homes around open space. Read them beside the named drawings above, with their different purposes in mind.

KEEP EACH VIEW AT ITS OWN SCALE
A picture is useful. A named plan answers more.
The illustrations have no complete precinct-name key. The guide therefore adds no district outlines, hotel pins or property labels to them.
Use the working-name map to find a name in that source drawing. Use the current Modon diagram to read its verified Wadi highlight. Use the regional map for geographic context. Positions are not transferred between those different views.

What to check
Which named area has a dated launch, approved drawing and defined work package?
All three illustrations are credited by WATG to Broadway Malyan, the lead masterplanner, in its article dated 26 June 2026. Each retains the complete original frame and pixel dimensions. Artwork dates and current approval are unknown. No photographic construction, geographic registration, exact home collection, building height or legal boundary is inferred from them.
Broadway Malyan’s own company post establishes its stated masterplanning role and planning horizon. WATG describes its hospitality advisory role; its 31 July 2026 company press review reports the long-term destination strategy. These are participant accounts, not independent validation of future demand, investment performance or service opening. Existing hotel-count differences remain in the hospitality comparison.
The city’s economic land needs its own reading. The working plan’s “Special Free Zone” label, a private service free zone and industrial land south of the city come from different records. Their names do not establish one shared parcel.

These are separate readings.
The June government report approves a draft. The industrial authority’s register cites Decision 313/2026. The guide has not inspected the issued decree and its annex to establish a one-to-one parcel match between them.
The 17.08 million m² service-zone figure and 4,317.1-feddan proposal are kept in their stated units. They are not added, subtracted or used to claim that one zone expanded into the other.
Four questions worth keeping.
Where exactly is the industrial land?
“South of the city” is a source description. A coordinate annex and its coordinate system are needed before drawing the parcel on a geographic map.
Is it the free zone shown on Modon’s plan?
That match is not established. Similar names, related economic purposes or similar-sized figures do not prove the same parcel.
Does it add another Modon precinct?
No additional precinct is counted here. A land-allocation record and a developer’s precinct register describe different things.
Does this confirm nearby factories or truck routes?
No current factories, freight routes, construction, noise levels, employment totals or distance from a particular home are established by these records.
The full State Information Service report dated 4 June 2026 was read in Arabic; item 5 establishes Cabinet approval of the land-allocation draft, its 4,317.1-feddan figure, the Industrial Development Authority and the industrial, service and logistics purposes. It does not establish completed works or the issued decree’s full terms. The separate IDA public register lists Decision 313/2026 but does not give the area in its reviewed row.
The private service-zone reading uses the official printing-office text of Cabinet Decision 29/2024, dated 7 May 2024. Its attached map and coordinate table have not been inspected. The named working shape uses the existing page-12 native drawing detail, with its original approval uncertainty and source credits. No official precinct ID, common boundary, current business eligibility or legal right for an individual home is inferred.

No names match. Try a shorter name or choose all compared names.
What the name alone cannot tell you.
Do twenty-one names mean twenty-one precincts?
No. This index combines names from different documents. The working drawing includes place, zone and marine labels. The current Modon city page describes seventeen precincts. These are different counts.
Did Seatown replace another district?
The reviewed sources do not establish that. Similar scenery, the order of film scenes or a missing name on one drawing cannot prove that a district was renamed or moved.
Is Marina the International Marina?
The working drawing prints both names separately. The film also uses the broad name Marina. No one-to-one match to a current marina, approved precinct or berth is established.
Where do Hacienda, Montage and Nammos fit?
They have separate project and announcement evidence in the guide. Montage and Nammos are announced within Wadi; Hacienda has its own relationship and name questions. They are not added to this source-name comparison as extra approved city precincts.
The working drawing has nineteen audited leader-line names: seventeen place labels, one zone label and one marine label. The film has four retained named scenes. Canal Beach and Marina match by spelling; Seatown and Seatown Cliffs add two other names to this comparison. The resulting twenty-one distinct names are not an approved precinct register, a count of launches or evidence of renamed districts.
Only Wadi Yemm’s current first-launch relationship is independently identified by Modon’s current city page. The working drawing’s native curves and marker centres are kept in their original PDF page coordinates. No working marker moves to the public diagram or a film scene. A film name without a working-label match receives no invented map marker. Different document types and unknown publication dates prevent a verified renaming sequence or parcel match.
The 2024 decision texts describe land allocation and legal zones. They do not provide a verified one-to-one match to Modon’s 17 precincts in this guide. The area comparison shows size only.

Presidential Decision 55/2024
Original city allocation
Later official decisions cite 170.8 million m² allocated for New Ras El Hekma city.
Still unresolved: The original attached map was replaced. This figure is not a register of sold homes or precinct boundaries.
Presidential Decision 151/2024
Allocation map revised
The official texts cite a replacement map and coordinate table for Decision 55/2024.
Still unresolved: The replacement annex has not been inspected here. The older map cannot stand in for it.
Prime Minister Decision 1506/2024 · issued 7 May 2024
Investment zone
The decision describes a 153.72 km² investment zone and licenses the project company to develop and manage it.
Still unresolved: A legal zone is not a sales precinct. Its current boundary and relationship to each Modon precinct are not mapped here.
Cabinet Decision 29/2024 · issued 7 May 2024
Private service free zone
The decision approves a 17.08 km² private service free zone under Ras El Hekma Light and Service Industries.
Still unresolved: This does not establish the tax treatment of a home, an operating facility or a separate launched residential precinct.
Prime Minister Decision 1508/2024 · issued 7 May 2024
Tourism seaport
The decision establishes a specialized international tourism seaport for yachts and tourist vessels, subject to its attached coordinates.
Still unresolved: The annex is not inspected. No match to a particular marina in a brochure, working berth or public entry is confirmed.
IDA register · Presidential Decision 313/2026
Industrial zone south of the city
The authority’s industrial-area register names a zone south of Ras El Hekma city in Matrouh.
Still unresolved: Its exact outline, area and operation are not verified here. It is not assumed to be the earlier 10 km² cooperation proposal or the 2024 service free zone.
Why the map revision matters
The official texts cite Decision 151/2024 as replacing the map and coordinate table attached to Decision 55/2024. An older allocation drawing therefore cannot be treated as the replacement. The coordinate annexes and their coordinate system have not been inspected here, so no legal-zone outline is drawn on the coast.
153.72 + 17.08 equals 170.8 km². Matching totals alone do not verify that the two zone polygons form a complete, non-overlapping division. These historical readings do not establish current legal status, a home’s tax treatment, ownership rights or operating services.
The Modon drawings and existing Wadi image reading point are reused from the precinct reader. No new parcel, geographic overlay or current precinct ID is inferred. September, June and the undated city diagram remain separate editions. Modon’s public 17-precinct framework and first Wadi launch are the basis of the city overview; the home-collection and hospitality groupings are the guide’s reading of their separate records.
The printing-office decision texts were reviewed through publicly indexed official text. Direct document retrieval could not be verified; coordinate annexes were not inspected. The three decisions carry issue dates of 7 May 2024. Their publication days are not independently verified here. Allocation and map-revision references are cited in those later official texts. The industrial authority’s current register is a separate source with no stated page publication date.
Launched: first sales launch identified, not whole-area completion.
Documented collection: appears in supplied sales or plan material, not confirmed current stock.
Hospitality announced: named hotel/residence destination, not an operating venue.
Awarded package: a named construction scope, not the whole precinct or a confirmed handover.
Unknown: the reviewed evidence does not establish the answer.
The gold area is Modon’s Wadi Yemm highlight. Other shapes are left as published. We do not give them invented precinct numbers or turn a visible shape into a named launch. The city diagram’s publication date is not stated; 14 October is our review date.

Beach Plaza, Boulevard and the other documented collections sit within Wadi. Montage and Nammos are announced destinations within Wadi. Hacienda’s city relationship is inferred from separate partner publications; its assignment to a Modon precinct is unknown.
Modon calls these city divisions precincts. This reader uses that term, rather than treating them as four equal quadrants. The June “17+ precincts & free zone” label is kept beside the public 17-precinct description, with no invented eighteenth precinct.
The cape and Hacienda reference use existing accepted geographic coordinates. Wadi’s illustration stays in Modon’s source frame because its exact geographic boundary is not verified. Matching-looking coastlines alone do not establish a surveyed overlay.
Announcement, sales and plan editions are different.
2025Sales reporting
First Egypt sales reported for 2025
Modon’s FY2025 release reports initial Ras El Hekma sales and calls Wadi Yemm the first district. The reporting year does not establish an exact launch day or completed homes.
Boulevard and Wadi East brochures show different numbering and legends. Both original views are retained without carrying September anchors into them. Receipt date does not establish publication or launch date.
Year-only and month-only dates remain at that precision. No exact launch day is inferred from a results-reporting year. A sales announcement is not a completed-home or operating-facility certificate.
THE OPEN QUESTIONS
Keep the gaps visible.
Other precinct identities
The reviewed current page and city diagram do not provide a complete named register.
Individual launch status
The other sixteen are not declared definitely unannounced. Their individual status is not verified here.
Boundaries and entrances
Image positions and the Hacienda project reference do not establish parcel boundaries or working gates.
Hospitality positions
Generic hotel symbols are not assigned to Montage or Nammos without a source identifying that match.
City systems
An airport, free zone or business district is not automatically an extra launched precinct.
Older names and editions
The earlier pending-approval technical brochure and undated concept-film labels are not promoted to current official precinct identities.
Current city description checked 14 October 2026. The city diagram keeps the original copy reviewed 28 September; its publication date is unknown. June source pages 9, 13, 18, 21, 23 and 25 were visually inspected again. The page 23 numbers identify fifteen categories of Wadi components; they are not fifteen city precincts. Current Modon announcements place Montage and Nammos in Wadi. Older record dates remain with their detailed guides.
Explore the Wadi sports, club, golf and equestrian descriptions beside their original brochure-map labels. Keep planned facilities separate from home-specific membership.
What belongs where? What stage does the source describe?
A precinct can contain several projects and work packages. A road can serve a wider phase. A partnership can cover more than one country. Keep those scopes separate before putting a name on the map.

Wadi is identified. The exact DP04 package site is not mapped.
M1: ACC uses “Wadi Yemm – M1 Precinct”. The source establishes the Wadi relationship; it does not give the complete register of the other city precincts.
DP04: the contractor’s work-package name. It is not a separate city precinct or a general sales-phase number.
Phase 1: the scope served by the reported ring-road works. No shared boundary with every other “Phase 1” label is inferred.

Wadi Yemm M1 · DP04
ACC identifies a 54-villa and clubhouse package within Wadi Yemm–M1, with roads, utilities, public spaces and Wadi Park. Its 21-month programme has no verified start date here.
Still unknown: DP04 is a contractor package label. It is not a new city precinct or a confirmed package boundary. The 21 months cannot give a calendar completion date without a start date.
Works reported · 2026-06-30
Phase 1 ring-road infrastructure
The contractor reports about 17 km of six-lane road with utility networks, intended to support Phase 1.
Still unknown: The reported length does not locate the road line, establish public access or show which home has working utility connections.
Works reported · 2026-06-30
Grand Canal excavation
The contractor reports 5.3 km of dry bulk excavation for the Grand Canal.
Still unknown: Excavation is not confirmation of a filled or navigable canal. No accepted route, working berth or direct match to every canal-side home is established.
Awarded package · 2026-07-06
Montage hotel and residences
The award covers a 200-key hotel, 96 private branded villas, clubhouse and associated works. Modon’s separate announcement places Montage in Wadi.
Still unknown: Hotel keys and private villas are different counts. The award does not establish opening, ownership rights, a home handover or the exact works boundary.
Design and construction award · 2026-07-15
Wastewater treatment plant
The design capacity is 32,000 m³ per day. The announced process treats sewage for intended reuse in irrigation and district cooling.
Still unknown: Design capacity is not actual daily flow. This is not drinking-water supply or proof that the plant or a household connection is commissioned.
MoU / cooperation · 2024-11-19
Modon–Hassan Allam cooperation
The earlier MoU explores construction and infrastructure cooperation, including energy and water-related work.
Still unknown: A broad MoU is separate from a named construction award. We do not infer that all later packages are one contract or occupy one area.
Opening preparations reported · 2026-09-08
Portaluna hotel preparations
The dated government visit report describes final opening preparations. Separate brand material identifies Portaluna as a Morgans Originals property.
Still unknown: The visit report does not explicitly make Portaluna one of Wadi’s six hotels. Its city precinct, entrance, guest opening and bookable dates remain unestablished here.
MoU / cooperation · 2024-10-25
Modon–LuLu retail cooperation
The agreement covers retail cooperation across Modon’s UAE and Egypt portfolio and the search for suitable sites.
Still unknown: The release does not name a Ras El Hekma store. No precinct, store pin, opening, local delivery or grocery service is assigned from it.
ACC’s public project page does not state its publication or construction start date. Hassan Allam’s road/canal report is dated 30 June 2026; Montage’s award 6 July; wastewater award 15 July. Modon’s Hassan Allam MoU is dated 19 November 2024, and its LuLu portfolio agreement 25 October 2024. The Portaluna reading uses the dated 8 September 2026 government report and earlier brand evidence, rather than a new operating confirmation.
Sources explicitly put DP04 and Montage within Wadi. The map ring marks the existing Wadi image reading point, not the exact package, hotel or building. The original Modon diagram copy was reviewed 28 September; its publication date is unknown and its current binary identity is not claimed. The 17-precinct framework remains unchanged. No physical site inspection, entrance, road alignment, opening, utility commissioning, finished-home count or overall completion percentage is established by these selected documents.
What is being awarded. What it tells us about the city.
A work package is one contractor’s part of a development. Its code may sound like a precinct or a home collection, but the connection needs evidence. Here are four readings with the limits kept visible.
Reviewed 15 October 2026 · company statements and clearly labelled press reporting
The guide keeps Modon’s current seventeen-precinct framework and shows the contractor’s different wording. The sources do not explain the difference. We do not invent an eighteenth name or assume that adding a free zone resolves it.

The earlier story describes the consortium without the DP03 East code. The later story names DP03 East. These details do not prove the same signed scope or an amended programme. Neither report gives the guide a verified start from which to calculate your handover.
Three things to connect before relying on a package.
01 / Your home
Match its building and home number to the signed work scope. A similar sales name is not enough.
02 / Its services
Check permanent power, water, access and parking separately. A city infrastructure award does not confirm the connection to your building.
03 / Its dates
Ask for the dated programme and the delivery terms in your own agreement. Publication month and construction duration cannot replace those.
The earlier undated ACC project page stays intact. The separate July-dated company article adds a publication month for that article, not an exact award or start date. Its M1 label is a contractor description for Wadi; no complete current city precinct-ID register is established. DP04 is not counted twice.
Rowad’s public company post names two scopes with different partner groups. Its relative social-media age is not converted to a date. The post’s comments, individual profiles and job advertisements are not used as project evidence. For DP03 East, direct client or consortium documentation was not obtained; the newspaper description remains press reporting. The two September stories are not promoted to a verified revision history.

THE CITY / THE PHASE / THE PACKAGE / THE DRAWING KEY
Know what the number means.
A number can refer to a whole-city count, a work area or a key inside one drawing. A work package is one contractor’s part of the job. Knowing which kind of number you have helps you understand what belongs where.
Reviewed 15 October 2026 · six readings · no approved precinct-ID register
On page 21, the supplied Boulevard brochure uses key 1 for Boulevard. The supplied Wadi East brochure uses key 14 for Boulevard.
These are keys inside two separate drawings. Neither is Boulevard’s city precinct number, and their difference alone does not prove a change on the ground.
When you use the map
Use the original legend with its own drawing. Do not move the point or number from one edition to another.

Cox lists a Ras El Hekma seawater reverse-osmosis project in two investment-plan tables. Both show the same capacity and the same NTP year. The second report is another record of the plan, not another plant.

READ THE UNIT
160 K m³/day means 160,000 m³/day.
The table uses K for thousand. The figure is a capacity in the investment plan, not measured water production today.
READ THE YEAR COLUMN
The source prints 2026 under “NTP”.
It does not label this as an opening or home-handover date. This guide keeps the column’s wording and does not turn it into a completion promise.
KEEP THE FLOWS SEPARATE
The two capacities are not a city total.
One record concerns seawater desalination. The other concerns treating used water, with planned reuse for watering landscaped areas and shared cooling systems. Their figures do not establish a supply-and-demand balance, the population served or a ratio of used water to water supplied.
WHAT CAN GO ON THE MAP?
A city project name does not locate the plant.
These reviewed records do not give a verified plant site, service boundary, pipe route or assignment to each precinct. The guide keeps those positions unknown. It does not place a plant at a generic utility symbol or at the centre of Wadi.
Keep these six questions with the home’s offer.
Which plant serves the home?
Ask for the exact supply arrangement and the phase it serves. A city-wide project name is not a connection record for one building.
Who provides and bills the service?
Ask for the water and sewer operators, account setup, tariffs, meter arrangements and responsibility for shared pumps or tanks.
What is ready at handover?
Ask for the connection and commissioning records for the home’s phase, including any temporary supply arrangement and its costs.
How is water quality checked?
Ask for dated water-quality test reports, the sampling point, testing responsibility and the procedure for service interruptions.
Where does used water go?
Ask which sewer and treatment arrangements serve the home, and how treated-water reuse is kept separate from domestic supply.
What does the source year mean?
Keep the 2026 NTP table entry separate from a completion, opening or handover date. Ask for the project-specific written programme before relying on a date.
Sources, reporting periods and the limits of this comparison
Cox’s 2025 annual-report investment-plan section is on physical PDF pages 181–184, with the water table on page 184 (printed 175). The half-year report for 30 June 2026 uses the same investment-plan context on physical pages 84–86; the water table is on page 86 (printed 81). Both list “Modon Ras El Hekma SWRO”, 160 under K m3/d, and 2026 under NTP. The reporting-period dates are retained separately from unknown document-publication dates. The company’s April 2024 glossary defines SWRO as seawater reverse osmosis and K as thousand; that glossary does not establish a Ras El Hekma contract.
Hassan Allam’s 15 July 2026 release reports the design-and-construction award with MetiPro and a 32,000 m³/day sewage-treatment capacity. Its described treatment and reuse are design intentions. A construction contractor is not assumed to be the appointed utility operator.
This reader does not establish a signed desalination award, commissioned capacity, current output, drinking-water test results, tariffs, every precinct’s service coverage or a particular home’s water and sewer connections. Company investment planning is also separate from approval of the city’s land-use plan. No area, price, return, total capacity or population estimate is calculated.
A place for daily life. A plan worth reading closely.
The June plan shows more than home collections: a clinic area, promenade, lighthouse, water sports and other planned places. Select a component to find its own printed markers, then compare the related October labels.

Compare the related October labels.
Each drawing keeps its own marker positions and page window. This is a comparison of words and scope; it does not prove that two labels identify the same site or building.

No separate related legend entry. A missing entry does not establish cancellation.
Six hospitality markers in June. Five hotel markers in each October drawing. That difference is visible in the illustrations. It does not establish that a hotel was removed. The five June Branded Residences markers also cannot be assigned to individual brands from these legends. Read the named hotel announcements →
June names The Boulevard. The October legends separately name Yemm Boulevard Apartments and Retail F&B (shops, food and drink). These labels can help you read the plans; they do not establish one common boundary.
What to check: Which building is the home in, and which shops or restaurants are actually open?
JUNE 02 / 1 MARKER
Beach Promenade
The promenade is a separate June component.
Neither October legend has a separate Beach Promenade entry. Their beach labels do not by themselves identify a continuous walking route.
What to check: Is there a completed walking route from the home, and who may use it?
JUNE 03 / 1 MARKER
Beach & Amphitheatre
June combines the beach and amphitheatre.
October has Beach or Pristine Beach labels, but no separate Amphitheatre legend entry. The related beach markers are shown without assuming they locate the June amphitheatre.
What to check: Where is the performance space, and what event, access and noise arrangements apply?
JUNE 04 / 1 MARKER
Coastal Park/Natural Reserve
The park and reserve wording changes.
June groups Coastal Park/Natural Reserve. October uses Natural Reserve. Similar wording does not establish a legal protected-area boundary or public entry.
What to check: What is the approved land use, and what access is included with the home?
JUNE 05 / 1 MARKER
Multi-faith Zone & Clinic Area
A clinic area is planned, not an emergency directory.
The June legend combines a multi-faith zone and clinic area under one marker. Neither October legend gives this a separate entry. No clinic name, emergency capability, operator or opening is established.
What to check: Which medical provider is open today, and what services does it offer?
JUNE 06 / 2 MARKERS
18-hole Championship Golf Courses
One legend entry appears at two golf markers.
June prints 18-hole Championship Golf Courses at two positions. Both October drawings also repeat Golf Course at two positions. These are labels in separate illustrations, not verified course boundaries or evidence of play.
What to check: Which course, opening date and membership terms apply to the home?
JUNE 07 / 1 MARKER
Golf Clubhouse
Golf Clubhouse is the June label.
The October legends each have two entries called Country Clubhouse. Both are shown as related labels; neither is declared to be the same building as the June Golf Clubhouse.
What to check: What is the exact clubhouse name and plan reference, and who can use it?
JUNE 08 / 1 MARKER
Equestrian Centre
The equestrian component has its own marker.
June says Equestrian Centre; October says Equestrian Club. The related labels do not establish an open riding service, stable allocation or home membership.
What to check: Who operates the equestrian facility, and are visits, lessons or membership available?
JUNE 09 / 6 MARKERS
Hospitality Assets
Six visible hospitality markers are a plan reading.
June repeats Hospitality Assets at six positions. October repeats Hotel & Resorts at five positions per drawing. Different marker counts do not establish a removed hotel or a new inventory. Montage and Nammos announcements do not identify every numbered site here.
What to check: Which named hotel is intended at the site, and what is its confirmed stage and owner access?
JUNE 10 / 5 MARKERS
Branded Residences
Branded residences have five June markers.
The June component appears at five positions. Neither October legend has a separate Branded Residences entry. Do not attach Montage, Nammos or another brand to these markers without a matching allocation plan.
What to check: What brand, exact residence reference and signed service arrangement apply to the home?
JUNE 11 / 1 MARKER
Sports & Leisure Centre
Sports and leisure is one June entry.
The October label is Sports Facility. This comparison does not establish that every described sports, leisure or clubhouse service is on the same site or included with a home.
What to check: Which facility and services are included, when will they open, and what charges apply?
JUNE 12 / 1 MARKER
Iconic Lighthouse
The lighthouse is named in June.
Neither October legend lists an Iconic Lighthouse. This is a missing legend entry, not proof of cancellation, completion, navigation use or public entry.
What to check: Is it retained in the current approved plan, and what access is intended?
JUNE 13 / 1 MARKER
Country Club
Country Club is distinct from Golf Clubhouse in June.
June gives these two components separate numbers, 13 and 07. October has two Country Clubhouse entries. The names alone do not prove which October entry corresponds to either June component.
What to check: Ask for the dated facility plan and the home-specific access and membership terms.
JUNE 14 / 1 MARKER
Natural Lagoons
Natural Lagoons is a plan label in all three drawings.
June uses 14; October Boulevard uses 10 and Wadi East uses 9. Each ring stays on its own source image. The June shoreline classification is not copied onto either October plan.
What to check: Which water area may the household use, and what are its water-management and access arrangements?
JUNE 15 / 1 MARKER
Water Sports
Water sports has a separate June marker.
Neither October legend has a separate Water Sports entry. No operator, launch point, permitted activity, booking service or operating season is established by this marker.
What to check: Which activities are permitted and available, and who operates them?
Missing or renamed legend entries do not establish cancellation, a launched release, opening, brand allocation, home view or access rights. A full approved current plan and a home-specific facility schedule would answer different questions. The city’s precinct framework remains separate.
Start with the city precinct. Then check the home collection or hospitality name inside it. A name on a drawing, a launch statement and a home available to buy are different records.
The 17 refers to the city framework. It is not a count of the products listed below.

How to read the evidence labels
These labels describe the strongest record used here. They are not a progress score. Supplied sales material may accompany an announced project; it does not by itself establish an independently dated launch for each collection.
City framework
Whole-city description and count.
Dated company record
A dated formal announcement or company report.
Publisher marketing
Named on a publisher product page or project profile; exact post day can remain unknown.
Supplied sales material
Named in supplied drawings or brochures; launch day not independently established here.
Individual status unknown
The individual current identity or release state is unresolved.
Separate city relationship
A separate development connection needs its own plan and confirmation.
15 entries at different levels. These are not 15 separate city precincts. Each row keeps its map link and unresolved questions.
These records answer different questions. An attachment receipt tells us when a copy was shared. A report can describe an event months earlier. A page timestamp can belong to its content system.
2025 · Reporting period
Wadi initial sales
The February 2026 results describe initial sales during FY2025. The report date is not the launch date.
Absolute date unverified · Absolute post day unverified
Project-profile marketing
The public profile and indexed repost support named marketing and a Waterfront launch statement. Relative post ages are not converted into calendar dates.
The product detail displays 3 March 2026 at 12:02 beside content fields. That timestamp is not independently established as a launch day. The formal partnership announcement is dated 17 May.
